PARTNERSHIP: L3 Campus and Declaration Partners launch student housing venture. L3 Campus and Declaration Partners have formed a new partnership to invest in student housing properties across the United States, announcing their first acquisition near the University of Florida. The investment was funded through Declaration Partners Real Estate Fund II LP, a roughly $303 million fund, alongside high-net-worth investors and family offices, while L3 Campus will serve as the asset manager. Todd S. Rich, Co-Founder and Head of Real Estate at Declaration Partners, said the partnership aligns with growing demand for high-quality off-campus student housing and highlighted L3 Campus’ track record in the sector. David Salmanson, Founder and CEO of L3 Campus, said the partnership will help accelerate the company’s student housing investment strategy while maintaining a focus on strong locations and fundamentals. Matthew Cohen, Partner in Declaration’s real estate group, noted that the University of Florida is one of the country’s most attractive student housing markets, citing enrollment of more than 57,000 students, over 91,000 applications for Fall 2025.

FINANCING: MIRA Properties secures $15.7 million financing for student housing conversion. Bayview PACE has provided $15.7 million in C-PACE financing for Plaza Baltimore, a $57 million adaptive reuse project at 1 S. Calvert Street in downtown Baltimore. The project is being developed by MIRA Properties, which is converting the former bank headquarters into 157 Class A apartments and 8,162 square feet of ground-floor commercial space. Morgan State University has agreed to fully lease the building and operate it as student housing, providing a dedicated residential option for its students. Planned amenities include a rooftop deck, resident lounge, billiards room, movie room, and bicycle storage.

DEVELOPMENT: SCSU Foundation plans 300-bed development near campus. The South Carolina State University (SCSU) Real Estate Foundation has announced plans to develop a new 300-bed student housing community. The approximately $16 million project will include 75 apartment-style units, each featuring four private bedrooms, a shared kitchen and living room, and on-site laundry facilities. Construction is expected to begin this summer, with completion targeted for July 2027.

DEVELOPMENT: UTEP breaks ground on $102 million residence hall. The University of Texas at El Paso has broken ground on Miner Crossing, a $102 million student housing and dining complex that will add approximately 507 beds to the university’s on-campus housing inventory.
